Jacksonville Downtown Square

Hutchison Engineering, Inc. (HEI) provided Phase I, Phase II and Phase III for the reconstruction of the existing one-way coupled streets in downtown Jacksonville, IL. The context Sensitive Solutions process was used throughout Phase I. The project included the evaluation of a reconstructed historical square or roundabout configuration to replace the one-way coupled streets, as well as alignment studies of the contributing corridor two-way streets. The completed Phase I documents were used to develop three Phase II contract sections. HEI completed an Environmental Assessment, Project Development Report, Public Involvement Record, intersection studies, roadway plans, drainage plans, streetscape plans, specifications, estimates, construction observation and documentation. Construction of the third and final section of this $9 million project was completed in 2016.
