Hutchison Engineering, Inc. (HEI) was selected by the City of Mt. Sterling to provide preliminary engineering services to assist with developing an ITEP grant application and Phase I, II and III engineering for the reconstruction of Main St. (US 24) in the historic downtown area. The grant application was successful and the City was awarded ITEP funds during the ITEP Cycle 13(2018). The project consists of the reconstruction of the sidewalks and parking areas on Main Street (US 24) within the downtown business district to pre-1930’s historic conditions. The work is necessary to restore the historical integrity of the business district, calm traffic at the Main St/Capitol Avenue intersection and improve the safety of both motorists and pedestrians within the project limits. The project includes hand struck ADA compliant sidewalks accented with brick pavers, curb and gutter, storm sewer, colored concrete parking lanes, signing, street lighting, historic pedestrian scale lighting, and streetscape amenities.
HEI is providing services including a traffic study, intersection design study, geometric option development, IDOT and FHWA coordination, environmental coordination, historical building coordination, streetscape element option development, utility coordination, public involvement, developing an IDOT approved Project Development Report, final Plans, Specifications and Estimates for a state letting, and full construction inspection. HEI was able to develop ADA compliancy plan that eliminated steps into buildings throughout the corridor while maintaining parking spaces. Extensive IDOT coordination was required due to the route being under IDOT jurisdiction.
