Etna Rd and Champlain St Reconstruction

Hutchison Engineering, Inc. (HEI) was selected by the LaSalle County Highway Department to provide preliminary engineering for the reconstruction of CH 20 (Etna Rd./Champlain St.) in Ottawa, IL. The project was initiated to improve safety and increase traffic capacity. The improvement consisted of reconstruction and expansion of the existing two lane rural roadway to a three and two-lane urban facility. It included construction of a closed drainage system with storm sewer and construction of pedestrian and bicycle accommodations. Due to the high volume of traffic and businesses along the project, addressing the continuation of safe traffic flow throughout the construction project while allowing access to businesses was a major component in the successful execution of the project. HEI completed an Environmental Assessment (EA) including noise analysis, traffic and intersection studies, roadway plans, specifications and estimates. HEI also coordinated public involvement activities. Construction of this $6.6 million project was completed in 2011.
